Balance cards I've seen/cast -Mermaid

All the character cards are based off of look except for Judgement. It's an op card I use for everything, so S teir. Based off her looks she needs to be redone and would go to C tier based on looks. Ra is only in B tier because Ra takes so long to cast. All the other stat cards are based on Use.
