Cyrus is in his own tier due to the context of his last known take, Where he faces Vivec twice once where he was defeated effortlessly, Second in where he gain the means to potentially greatly harm Vivec but ended in a draw as the two didn\'t enter combat. Soul swords are kinda busted.
