Notes. Characters are valued by how they\'re how used in D-tide and other hard content. In the Arc 2 rule set. 1 is for the most power, 2 is above average, 3 is average, 4 is for blow average, and 5 is bad. Most Characters have their best build, at E3 or OE, their preferred WoD set, and in a team.
