I agree with the crowd. There happened to be no better tier 2 units available in-game other than the Marksmen. Shooting Twice is a must pick. Harpy Hags are expensive and sure cannot be used as a retal baiter unlike simple Harpies, but can be used like a mid-ranged shooters the way they are.
