Joker may go down, Ninja may move up. Tomahawk's deadly throw/high mixup has some caveats, so he may go down a tad. Tomahawk (and Valerie) have strong throw-escape loops that are challenging to perform in live conditions. With tool assistance, they're S as well. Ryuji's infinite is hard to set up.
