Most Likely DBFZ Season 3 Characters IMO
Every tier is ordered. If non-fliers were allowed, Roshi is above Raditz, Luffy is above Bergamo, Sol Badguy is below Bergamo, Tao is above King Piccolo, and Chi-Chi is above Garlic Jr. Also, Hercule cannot fly, but he has a jetpack that he uses for fighting in Xenoverse, so good enough.
