SSBU with Footstool OOS that\'s not char specific
3/28/26; for chars with multiple footstool OOS punishes (e.g. ROB, Bowser Jr., etc.), I put them in the tier that costs the least resources; I\'m not counting moves you can only access infrequently (e.g. Hero Kamikaze); Cloud UpB & Incineroar UpB are also too finicky to count
