SSBU Chars with air stalls
2/18/26; All chars who have a move that consistently keeps them in place when done in the air (Wario waft isn\'t consistently available so it\'s not here); for chars with multiple air stalls (e.g. ROB & Steve), I put them in the tier that costs the least resources; counters & stall-n-falls don\'t count
