Card Quality (March 2026)
No card is bad and all have their use. Tiers are based on cost, effect floor, effect ceiling, versatility, and color/faction (example: the red 0 would be the lowest tier if just for the effect, but is an animal so can not be lower than c tier purely for the diplo or tech option.)
