Bleach 3rd Phantom Tierlist (Based off of tower viability in a normal playthrough without stat maxing)

As you can see, outside of Squad 11 and Matsuri and Gin, a lot of characters shift without maxed stats. I'll use Orihime for an example. Naturally, she has god awful stats and is borderline unplayable. However at maxed stats, she is borderline unkillable with both Sure Evade and Absolute Defense.
