MY PERSONAL RANKING
I enjoy a lot of Damien Darhk, even though his best moments are not on arrow, but I still enjoyed him as a villain in the show. I think Ricardo Diaz in season 6 was ok, but due to season 7 I consider him a good villain. Ra's al Ghul: great villain but due to his ending, i had to lower him down.
