Phantom Forces Weapons V8 (3.12.24)

I moved a couple things around. i'm pretty happy with the way it is now, though. a couple guns may be rated better than they are in the main game, like the Metaba 6 or AK12BR, but that's because they're test places changes coming to the main game. everything above a tier is competitively viable.
