My honest opinion on how good each pokemon is to fuse with. RUBL is for IFLT rules that either ban the pokemon outright or its best tool. C2 is for one trick ponies, D1 is for outclassed mons, D2 are for the noobtraps, and F tier are for the pokemon ranked RU, but have no place in the tier.
