I didn't rank the Trainers, only the Pokémon. Dragonair is missing from the pictures, it should be D tier next to Golduck. Yes, Lapras is rated very low. This Pokémon is overrated, it's a dead weight in Rain Dance decks which should have more pressuring non-bricky options to circumvent Mr Mime.
