One Piece: Enies Lobby Strength Rankings
Some of the marines are weaker than their rank lets on, while the five vice admirals summoned are strong than nearly all of the rest. Some of these characters are promoted or stronger later on. This is a fairly accurate representation based off of their strength during the Enies Lobby Arc.
