The further in the game you are the less impactful flat # stat increases are; % is much better by midgame. Most abilities, damaging or otherwise, are based on Strength so Brutal is by far the best. Loyal has some niche uses (e.g., male Lionstone for more aura uptime) where I'd bump it to A tier.
