SM2 - Threat levels
I haven't just done this by strength - like Scorpion doesn't have Big City Levels of strength, but he can poison the water supply, MAKING him a big threat. Peter and Miles are pretty high because they can beat everyone here, so there isn't really anything that can stop the (Plus Miles is a nuke)
