Mario kart tour
This list is based on how deserving a character is to be part of the roster. Tier 1-6 are justified, tier 7 wouldn't be justified if it was a console Mario Kart but since Tour has no slots it's justified, tier 8 is unnecessary, tier 9 goes against the lore.
