12.16 of champion's update need
Basically, this is what champions need in term of update, if they need one. I tried to be as unbiased as possible, thus, they are some champions that are design-wise unique but really unhealthy for the game, or simply have no use/point being in the game while being problematic (aka "nuke'em")
