Yes, I think VP favours warmongers more, that’s why most of the warmonger civs are ranked highly. Note: Denmark and Polynesia are extremely map-dependant, so I put them in the middle. I also play with Espionage turned off, so I put England in the middle as well: I can’t rank them properly
