Cards are rated based on how well they preform in the decks they are specifically used in. For example: Galacta Cactus is A+ Cause it\'s amazing in control decks while only good ~ great in tempo / aggro. Poppin\' Poppies really only sees use in control so tempo / aggro performance is not considered.
