I think powerscaling should be done this way
Him/Her mid-high diffs Very Good Very Good mid-high diffs Good in between layers can put up a good fight with layers above or below them, but will eventually lose to the layer above them, and win the fight against the layer below them the 1v1\'s done between 2 people in a layer will be very close
