King of Fighters Lore Tier List Maker

Many fighting games give tier lists based on how good the characters are in game. This list attempts to rate how each character would fare in a one-on-one fight with the next character based on what we have been given in the lore. Each tier is a different league from the one below it, but it isn't impossible for a character to beat a person in the next tier if they aren't too far above them.
