Rank all non-damaging Pokémon moves. Moves with identical effects were merged into one entry, regardless of PP. Moves with significant mechanical differences (e.g. Defense Curl vs. Withdraw) and moves with different accuracies (e.g. Hypnosis vs. Sing) were considered sufficiently different to warrant separate entries.
