Tier them however you want, but if you need some help. Tier 0: 65%< winrate, should win every tournament. Tier 1: 56%-65%, should be tournament favourites. Tier 2: 46%-55%, will win tournaments but not favoured. Tier 3: 36%-45%, needs lots of luck to win tournaments. Tier 4: 35%>, should never win tournaments. Obviously this isn't great since a difference of 1% can mean a deck is a tier below.
